Amsterdam advises lenders on new accommodation National Institute for Public Health and Environment

Our Amsterdam office has advised the lenders of the bidding consortium on the tendering of the DBFMO agreement for the design, construction, finance, maintenance and operation of a new accommodation project that shall be used by the National Institute for Public Health and Environment and the Agency of the Medicines Evaluation Board. 

A mixture of banks and institutional lenders provided the long-term debt financing, which is the first time that a PPP bank financing in the Netherlands has featured a fixed interest rate. 

The project sponsors will deliver a new building to accommodate the Netherlands National Institute for Public Health and the Environment (RIVM) and the Dutch Medicines Evaluation Board (MEB) at the Utrecht Science Park. Both institutes fall under the Ministry of Health, Welfare and Sport. 

This project is the first private financing in the Netherlands for high-containment laboratory facilities. The consortium will be responsible for maintenance, cleaning and logistics services over the 25-year concession period.
